Three separate parts of a Vermont wedding (18 V.S.A. §§ 5144 & 5144a)

VERMONT RESIDENT VS. NON-RESIDENT OFFICIANT RULE: Under 18 V.S.A. § 5144(a), ordained or licensed clergy residing IN Vermont (or serving a parish in an adjoining state/Quebec per statutory terms, as well as VT judges and Justices of the Peace) may solemnize marriages without state pre-registration. However, a minister residing OUTSIDE Vermont whose denomination lies outside Vermont must EITHER: (1) register online as a Temporary Officiant with the Vermont Secretary of State under 18 V.S.A. § 5144a prior to the ceremony (open to any adult age 18+ for a specific couple; attach the Secretary of State certificate when returning the license), OR (2) petition the Vermont Superior Court Probate Division for non-resident minister authorization under § 5144(a)(2)(C). Vermont has no license waiting period (valid 60 days), and the officiant must return the signed license to the issuing Town Clerk within 10 days. Confirm current Secretary of State and Town Clerk fee schedules directly.
